Job Description:
- Provides expert guidance and support to NET Data staff and
customers concerning fiscal activities, budgeting, payroll,
accounting, cash management, billing, purchasing and relevant
controls
- Assists with preparation and/or administers operational
budgeting and financial reporting for NET Data/GHS business
functions
- Aggressively pursues opportunities to improve both internal and
external customer service
- Support and assist with the design and implementation of
appropriate local government financial management systems utilizing
best practices such as GASB standards
- Preparation and analysis of proposed application projects,
implementation workplans and corresponding financial monitoring and
evaluation methods for both internal and customer requirements
- Provide technical advice and notification for revision of
national standards for accounting and budgeting of local
authorities
- Design and implement relevant training measures and contribute
to the implementation of training materials, manuals, and best
practice guides for financial management processes in local
government agencies
- Performing other relevant tasks as assigned MINIMUM
QUALIFICATIONS (EDUCATION AND EXPERIENCE):
- Bachelor's degree from an accredited college or university in
Accounting, Finance, or a closely related field and/or
certification as a Government Finance Officer or Certified Public
Accountant (CPA)
- 5 Years' experience with local government finance in a
supervisory/management capacity
- Comprehensive knowledge and understanding of the principles and
practices of governmental administration in relation to accounting,
purchasing, financial reporting, and generally accepted auditing
standards
- Comprehensive knowledge of the Texas Laws, including
procurement, as they relate to local government operations
- Comprehensive knowledge and understanding of the organization,
functions, and financial challenges of local government
administration
- Thorough knowledge and understanding of cash management,
pension, investment, and modern banking relationships
- Thorough knowledge of budget development, implementation, and
administration principles and procedures
- Thorough knowledge of automated financial systems
- Thorough knowledge of long-range planning principles and
methods
- Thorough knowledge of principles, practices, and issues of
local government risk management functions
- Skill in both written and oral communications for effective
expression of ideas and clarity in task assignment
- Ability to develop routine and non-routine comprehensive fiscal
reports
- Ability to assess programs and proposed policies in terms of
their financial and administrative implications
- Ability to present findings effectively in complex, oral or
written reports
- Ability to establish and maintain effective work relationships
with other employees, government officials, and the general public
PREFERRED QUALIFICATIONS (EDUCATION AND EXPERIENCE):
- Certification as a Government Finance Officer or Certified
Public Accountant (CPA)
