*** IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATES MUST BE SERVING PERMANENTLY IN THE TITLE OF ADMINISTRATIVE STAFF ANALYST NM *** The New York City Department of Transportation Facilities Maintenance Unit is seeking a highly skilled analytical and technical candidate to conduct energy audits and monitor the operation, inspection, testing, servicing and maintenance of mechanical, pneumatic, electronic and direct digital controls (DDC) for heating, ventilation, air-conditioning (HVAC) and all types of various heating systems. Develop analytical tracking systems to ensure various control systems are maintained and specified sequence of operations and retro-commissioning obligations are met. Analyze sequences of operation to minimize energy usage and maximize indoor air quality. Ensure agency motor control equipment is properly maintained including motor starters, run relays; Variable Frequency Drives (VFDs); Servo motors and controls. Supervise the cleaning, testing, calibration and replacement of all types of Direct Digital Controls sensors, modules, and relays. Coordinate the troubleshooting and repair of control system failures related to all aspects of the HVAC equipment and systems with trades personnel. Use HVAC building automation system (BAS) information to analyze system issues and ensure comfortable temperature settings are maintained. Make recommendations to Agency Energy Manager regarding revisions to the building automation hardware/software and associated building-automation system functions. Gather and evaluate metric and analytic data on building automation systems and DDC controls for efficiency. Use computerized maintenance management system to report and document daily activities. Determine sufficient material inventory. Initiate ordering of supplies and replacement parts, including properly stocking vehicle and regularly recording of vehicle inventory. Make recommendations and determine quantities and estimate work time for new installations, repairs, preventative maintenance work and assist with proper cost estimation; perform related analytical duties.1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.Preference given to candidates possessing a scientific, and/or engineering background. Energy audit and/or performance experience desired. Purchasing and/or contract management experience valued. Proven skills working in a small team environment sought.
