Buckeye Partners is currently seeking a Regional Engineering Manager with 10+ years of experience in engineering and/or managing projects for pipelines and/or facilities in the Oil & Gas Industry to join our growing team! Role Summary: The Regional Engineering Manager reports to the Regional Leader. This role is the region's technical leader who is responsible for the efforts of the Regional Engineering Team and providing technical support to the Regional Leader, Operations Directors, Regional Safety and Environmental Advisor, and the Regional Operations Advisor. Technical resources will be provided to maintain and operate the pipelines and facilities within the region in a safe and reliable fashion. (Facilities encompass processing facilities, refrigeration processes, pipeline stations, delivery terminals and junctions, truck rack, rail and marine terminals, etc.). Manage the oversight and support capital and expense projects across the region. Regional Engineering Manager will be responsible for working closely with regional leadership team and the Operations Services department for the continued integration and execution of all relevant SOMS (Safety and Operations Management System) Standards pertaining to the safe and efficient operations of the company. In addition, this position will also work closely with Corporate Operations Excellence Team to support the implementation of OE Programs and continuous improvement initiatives being developed across our operating regions. Responsibilities and Essential Functions include: * Provide technical and operational expertise concerning Regional Field Operations. Provide engineering resources to support Field Operators and Technicians to assist with troubleshooting and training. * Ensure that regional projects, pipeline repairs, and facility equipment repair methods comply with applicable codes and company policies. Ensure that all project work proceeds within the requirements of each appropriate local, state, and federal regulatory agency. * Manage the Regional Engineering Team to ensure compliance with the company framework for Project Development and Execution. Ensure compliance with company policies and procedures. * Develop short- and long-range plans (1 year and 5 year plans) for the region's operational/maintenance needs to achieve region and company goals for safety, environmental performance, improved regional operational reliability and efficiency. * Responsible for managing the development and execution of the budgets for MCAP, RCAP, MEXP, and TCAP for the region. * Work with corporate organizations to identify potential business growth opportunities within the region and identify areas for improved customer support and service. * Develop processes for the project organization to follow to prioritize, plan and schedule project and maintenance work with proper coordination with Transportation, Field Operations, Engineering & Construction, Supply Chain and Right-of-Way. * Provide leadership and support with the development of project budgets. * Manage resources for the execution of integrity programs with the support of corporate program owners, to include: * Tank integrity * Pipeline integrity * Terminal Automation for terminals, pipelines, and processing * Marine, truck, and rail terminal programs * Processing reliability programs * Corrosion control programs * Provide technical oversight and management of the API 510 and API 570 programs within the facilities. * Collaborate and allocate engineering resources to support the development of scope, design and cost estimates for new business opportunities. * Responsible for implementation of expense and capital projects within the region. * Responsible for controlling costs during project implementation and to provide leadership and management for reporting and mitigating issues or variances that arise in the execution of projects in the region. Responsible for properly informing the Region Leader of these issues. * Provide guidelines for hiring efforts of contractors for engineering, inspection and construction assistance. * Perform day-to-day functions, including emergency response leadership. * Support Operations Directors' objectives and immediate needs even if required to perform tasks outside the normal area of expertise. * Manage programs for employee development, coaching, and training. These programs will include development plans and where needed, improvement plans, to ensure all engineering and technical specialist resources are functioning and producing high quality results. * Develop problem-solving and decision-making skills within the Regional Engineering Management team that are aligned with the company's values and principles that result in low cost and operational reliable projects. * Enhance relationships with Operations, Operations Services, HSSE, Business Development, Regulatory Compliance, and Scheduling to achieve business objectives. * And other duties as assigned. Position Requirements: * Bachelor's Degree in Engineering or related field, or equivalent industry or related experience required. * Master's Degree in related discipline or PMP (Project Management Professional) is a plus. * 10+ years of experience in engineering and/or managing projects for pipelines and/or terminals. * 5+ years management experience required. * Experience and demonstrated aptitude in all phases of engineering, construction, and operations of pipeline, station, terminal, and processing facilities is required. * The candidate must be proficient using Microsoft Office, and applicable project management software. * Up to 50% travel required. Certificates & Licenses: * PE/EIT registration desirable. * PMP desirable. Other Skills, Attributes and Abilities: * A strong commitment to safety and teamwork is required. * A thorough knowledge of maintenance, engineering, operations, safety, environmental, and emergency policies and practices at refining facilities is required. * The incumbent is on-call 24 hours a day 365 days a year and works extended hours to deal with routine and emergency conditions. * The position requires excellent written and verbal communication skills. There is a significant amount of interpersonal activity and diplomatic skills are a necessity. * There is also a significant amount of both operational and economic analysis skills required to solve problems and plan work and this must often be done under time pressure after many hours and multiple distractions. * Strong leadership skills. * * Essential Functions: * This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards. * This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards. * This position requires compliance with all personnel policies. Physical & Safety Requirements: * This position requires carrying a cell phone, frequent travel away from home, and extended hours under adverse conditions at times, in order to satisfy project schedules and emergency situations. * Working in hazardous locations, including climbing tanks, and working in and around excavations can be required. * This role is occasionally exposed to outside weather conditions. * This position occasionally requires the employee to access and work at or around heights in excess of 5 feet, petroleum product or other chemical fumes, airborne particles like dust or other chemicals, vibration, uneven terrain, and high noise level in the work environment. * The incumbent must meet medical criteria established by OSHA for emergency response. * The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc. * The incumbent in this role on occasion must wear Fire Retardant Clothing (FRC) and/or Personal Protective Equipment (PPE). * The employee is frequently required to effectively communicate with others. * This position occasionally requires the ability to work comfortably and safely in the proximity to open water. * This position is subject to DOT drug and alcohol regulations About You: To be successful in the Buckeye culture, our employees must possess a demonstrated commitment to environmental responsibility and regulatory compliance.
