Job Description:
ISI Professional Services is seeking a Construction Manager -
Scheduler (CM-S) in Manhattan, NY who can provide scheduling
interpretation and manipulation of the General Contractor's CPM
schedule. The ideal candidate must have practical building
construction understanding of the activities and durations
associated with major construction, the ability to review design
and construction plans against existing site conditions, including
appropriateness of modification fragnets insertion to real time
construction schedules, and be able to review contractor's schedule
and updates to determine if the schedule reflects the actual
sequence of work being performed, and identify contractor problems
and or other areas of concern.Duties and Responsibilities:* Confirm
compliance with Critical Path Methods specifications section of
each construction contract.* Review the original and current
baseline schedule logic, durations and resources and monthly
updates to the construction schedule and modification fragnet. The
schedule is cost and resource loaded. This will require periodic
meetings with the VA and the construction contractor, either by
teleconference or on site, as determined at a later date. Project
Schedule Management software PRIMAVERA, either version P-3 and or
P-6, will be utilized. * Attend monthly meetings (teleconference)
to update the schedule with the SRE and the construction
contractor. All changes to the schedule will be presented by the
construction contractor and approved by the VA and then included in
the schedule by the construction contractor with the approved logic
and fragnets.* Shall perform monthly analysis of critical path,
upcoming submittals and critical submittals that will impact the
schedule, time growth from the previous month and reason for the
growth, an expenditure S-curve and clear graph showing the project
status with regards to the expenditures and the time as it relates
to budget and schedule, etc. Also, evaluate any challenges that are
impacting the schedule such as logic issues, crew size, etc. and
make recommendation to the VA SRE.* Develop, implement and maintain
cost control systems, that will alert SRE of potential construction
progress schedule delays. Assist VA/SRE in predicting the duration
of the project and the scheduled cost involved. * Utilize
computerized management system applications such as PRIMAVERA for
documenting progress, processing requests for information (RFI's),
preparing draft contract modification documents for the Senior
Resident Engineer's. Maintaining an inventory of materials,
supplies and equipment and monitoring the quantity of materials
used in the general administration and conduct of office
operations.* Project complications may require specialized
evaluation and unique scheduling analysis techniques. CM-S shall be
prepared to provide creative recommendations that will best serve
the health of the project schedule and represent the government's
best interest.* Reviews the Architect / Engineers (AE) design from
conceptual to the final construction documents; facilitate the
development of phasing, construction schedule and Risk analysis and
mitigation plan. Supports the Project team in managing cost loaded
design and also the Project Integrated Master schedules.* Develops
cost and resource loaded CPM schedules utilizing Primavera P6 or
P3. Reviews contractor's detailed schedules and updates and
determines if the schedule reflects actual sequence, contractor
problems and/or other areas of concerns. Makes recommendation for
schedule improvements.* Analyzes risks and advises Project and
Field construction management teams in schedule risk management.*
Reviews quality and relevance of updates during construction;
studies inclusion of change orders and determines impact on
duration and logic of other work activities and project completion.
Develops "Fragnets" for CO analysis.* Makes recommendations to the
Contracting Officer of the amount of compensable damages and other
contract adjustments which may be appropriate, including any
credits or offsets which may be due the VA. Specific issues include
the allocability of overhead and other impact costs, reasonableness
of claimed costs, and contractor proof methodologies. Review and
comment on any agency audit reports.* Analyzes trends in VA major
and other construction claims, identifies causes and develops new
policy and operating guidelines on claims reduction.* Resolves the
difficult technical issues and problems that arise within
construction scheduling and serves as the "expert" in support of
the difficult litigation cases for the Office of General Counsel.
Reviews overall merit of claims pertaining to time delays and
technical issues.* Develops a written analysis of contractors'
claims or requests for equitable adjustment for purposes of
assisting the Contracting Officer in rendering a final decision or
in anticipation of litigation. Serves as consultant to Contracting
Officers and General Counsel and assists to the Office of the
General Counsel in discovery.* Prepares final written report for
internal VA use. The report shall address documents reviewed,
problems encountered, factual discussion and graphics such as CPM
schedules, bar graphs, charts, exhibits, and recommendations for
final disposition. The report will be developed under the direction
of VA counsel and, accordingly, subject to attorney-work product
protection.* Meets with the Office of the General Counsel and the
Contracting Officer and presents findings. Serves as the CFM
technical expert and advises higher level officials in preparation
for litigation at the VA Contract Appeals Board and the U.S. Claims
Court.* Researches the development of new technology, methodology
(such as Building Information Modeling and Risk management) and
software; interacts with the industry groups for the purchase and
implementation of new scheduling techniques. Adapts rapidly and
trains other CFM personnel in new applications.Education,
Certifications, Affiliation:* The CM-S shall possess a degree from
an accredited institution of higher learning. Specialized Schedule
Evaluation education will be considered.* The CM-S shall possess a
certificate demonstrating completion of the OSHA 10-Hour Safety
Training Class.Relevant Project Experience:* Minimum 5 years of
documented scheduling experience in the development and maintenance
of Multi-Phased Critical Path Method (CPM) schedules from initial
submittal to project activation on large capital projects. (10
years' experience strongly preferred)* It is preferred if the CM-S'
experience shall include 5 years' experience on Federal
projects.Required Skills and Knowledge:* Ability to analyze Change
Order Fragnets, critical path, activity duration, schedule delays
and potential claim situations.* Knowledge and access rights of
basic construction software and CPM computer applications to
include CAD and PRIMAVERA (P3 or P6).* Ability to review design and
construction plans against existing site conditions, including
appropriateness of modification fagnets insertion to real time
construction schedules. * Scheduler must have practical building
construction understanding of the activities and durations
associated with major construction.* Ability and knowledge to
develop cost and resource loaded CPM schedules utilizing Primavera
P6 and or P3. Review contractor's schedule and updates to determine
if the schedule reflects the actual sequence of work being
performed and identify contractor problems and or other areas of
concern.* Ability to review the quality and relevance of project
updates during construction and review and make recommendations for
the proper placement and validity of the contractor's submitted
change order fragnets and determine the impact of the work
activities on the overall project completion.* Ability to review
and make recommendations to the Contracting Officer with regard to
the contractor's request for time extensions and requests for
equitable adjustments in compliance with the project network
analysis specification. This will include a written analysis of the
contractor's claim or request for equitable adjustment for the
purpose of assisting the Contracting Officer in rendering final
decision or in anticipation of litigation.* Ability to analyze the
initial baseline schedule for compliance with the project
specifications and provide comments and recommendations with regard
to acceptance of the schedule including any phasing and sequencing
of construction activities and cost loading of work activities to
ensure monthly invoices are reasonable and not front-end loaded.*
Have a working knowledge of Earned Value Management systems with
the ability to develop, update and present EVM graphs for SRE, PM
and upper management.Communication, Language, and Software Skills:*
Ability to utilize a variety of software programs to monitor,
update, and produce work products by applying knowledge of computer
