SummaryEnterprise is a nonprofit that improves communities and
people's lives by making well-designed homes affordable. The
Knowledge, Impact and Strategy (KIS) department at Enterprise
conducts primary and secondary research and evaluation and provides
technical assistance to inform community development strategies and
measure the impact of Enterprise's work across the country.
KIS is hiring a Program Director to manage the team's growing body
of evaluation work. This person, reporting to and working closely
with the Director of Impact Assessment and Evaluation, will
significantly contribute to the expansion of the evaluation
practice within Enterprise. This evaluation practice will help our
internal and external partners better implement and use evaluation
findings to demonstrate and increase impact, refine program design
and allocate resources.
The Program Director must have experience designing and managing
mixed methods evaluation projects, developing impact frameworks and
logic models, conducting interviews and focus groups, and
synthesizing information from multiple sources into actionable
findings. These skills must have been applied to address real world
challenges in housing and community development or related fields.
The Program Director must have strong project management and
communication skills, be excited about learning and
problem-solving, and have a passion for racial equity.

- Manage mixed methods evaluations and other related research
projects, overseeing the work of team members and third-party
- Support the full life cycle of Enterprise's evaluation and
other related research projects, including scoping and budgeting,
client management, evaluation design, data collection and analysis
process, documentation, and presentation of findings.
- Develop evaluation tools, reports and presentations that expand
Enterprise's overall evaluation portfolio and approach, and
effectively communicate best practices to a variety of internal and
external stakeholders. Tools will include survey instruments,
interview guides, research protocols, and coding schema.
- Use collaborative project management systems, as well as create
and maintain proper documentation for key processes.
- Perform quality assurance reviews on work produced by other
members of the team, in a cooperative manner that advances the
department's overall commitment to accuracy.
- Mentor staff, cultivate team relationships, and coordinate
opportunities for professional development while seeking to expand
evaluation knowledge and skills.
- Contribute to proposal and grant writing, new project scoping
and budget development--Preferred Qualifications
- Educational background in evaluation, research methods, city
planning, public policy or a related field.
- 8-10 years of evaluation experience in the fields of community
development, public policy, government, or nonprofit
- Proficiency with Excel required. Experience with NVivo,
Dedoose, Qualtrics or other quantitative and qualitative data
collection and analysis programs is desirable.
- Experience with designing and implementing qualitative and
quantitative data collection and analysis methods, including
experience with managing data, designing and implementing surveys,
focus groups and other qualitative data collection methods.
- Preferred experience with participatory evaluation
- Knowledge of issues in community development and/or housing
policy, urban economics, demographics and/or real estate
development, and related sectors.
- Excellent written and verbal communication skills, including
experience in writing proposals, research plans, project reports
and related deliverables. The ability to translate complex
information for non-technical audiences is highly desirable.
- Experience working with diverse, collaborative teams, virtually

evaluation and research consultants, and help track team
- Ability to scope, plan and execute complex initiatives.
