Program Manager for Disaster Recovery work CONUS
The Program Manager is responsible for leading, managing, and
coordinating complex major capital projects under client
requirements. Typical duties include establishing scope, budget,
and schedule for capital projects; leads communication across
various divisions and stakeholders to include city, state and the
public. This position is responsible for matrixed staff and
sub-consultants reporting directly to client.

- Responsible for leading, coordinating all aspects of complex
major capital projects during re-construction with owner.
- Overall responsibility for managing established scope and
budget for capital projects assuring these assigned project
managers and guided and mentored throughout the project.
- Ensures communication between members of a multi-disciplinary
project management teams both client and project staff.
- Oversees consultants and contractors involved in capital
projects and facilitates strong communication and coordination
between these entities.
- Communicates and coordinates project status with staff from
affected federal, state, regional and local agencies.
- Regularly communicates project status, milestones and issues
with leadership.
- Develops and oversees regular preparation of project status
reports, including monthly reports for leadership and member.
- Ensures project compliance with all federal, state and local
laws, regulations, codes and standards. Familiarity with
FEMA-PA,IA,HMGP and HUD-CDBG-DR Projects preferred.
- First level lead for all consultant and sub-consultant
team.
- Responsible for development of staffing plans related to
contract.
- Responsible for budgeting activities and review and approval of
all client invoicing.
- Responsible for designing and implementing the operating and
supporting processes and relative IT systems for implementation of
program. Qualifications Qualifications:
- Bachelors of Science in Construction Management, Project
Management, or Architecture and fifteen years increasingly
responsible experience in project/construction management in a
supervisory role, with a minimum of ten years of experience in
managing major capital projects over $350MUSD involving
multi-agency or multi-stakeholder projects; or, an equivalent
combination of education and experience sufficient to successfully
perform the essential duties such as those listed. Knowledge and
Skills:
- Management principles and practices; Construction regulations
and standards; Civil engineering, architectural design and systems
design and construction; Project budgets, estimating and related
documents; Principles of contractual compliance and
administration
- Local, regional, state, and federal agencies, groups and
organizations involved in transit planning and development
- Laws, codes, regulations, and legal requirements related to
public transportation.
- Organizing heavy and complex workloads, establish and adjust
priorities, and accomplish objectives within established scopes,
budgets, proccesses and schedules
- Effective communications and interpersonal skills and the
ability to establish and maintain effective working relationships
with executive managers, city staff representation, and transit
constituencies
- Using computers and related software applications; intermediate
to advanced computer skills (Word, Outlook, Excel, and PowerPoint)
are required
- Interpreting and applying local, state, and federal policies,
procedures, laws, and regulations
- Must possess technical and procedural writing skills as well as
excellent verbal and presentation skills
- Coordinating the knowledge and efforts of agency staff,
consultants, and contractors
- Communicating in order to interact with client, direct staff
and numerous sub-consultant team to exchange or convey information.
