growing good jobs.Position Overview: The Vice President will lead
aviation policy and project development on behalf of EDC including
carrying out the duties and responsibilities embedded in the
"Director of Aviation" portfolio, which is required under New York
City's Master Lease for JFK and LaGuardia Airport. The role also
includes leadership on policy and project development related to
heliports, seaplanes and emerging aviation technologies. Essential
Duties and Responsibilities:
- Provide expert policy and project development to senior staff
to promote fixed-wing aviation facilities in NYC, including JFK
International Airport, LaGuardia Airport.
- Oversee and coordinate Airport Board activities with the Port
Authority of New York & New Jersey providing oversight on
performance standards, current and future capital plans, air cargo
market opportunities, financing opportunities, environmental
betterments, consultant studies, traffic and transportation
management, industry relationships and other areas described in the
Master Lease
- Promote and coordinate planning for the Downtown Manhattan,
East 34th Street Heliports and East 23rd Street Skyport seaplane
base.
- Responsible for overseeing helicopter complaint process and
coordination with 311 office.
- Lead research and analytical tasks related to emerging
technologies such as Electrical Vertical Takeoff and Landing
aircraft (eVTOL) and other emerging aircraft technologies that
reduce noise and air pollution
- Coordinate and guide legislation and rulemaking related to the
Aviation Industry and represent agency at official forums or public
hearings.
- Examine the potential for value-added development on sites
adjacent to or near the City's aviation assets
- Conduct regular meetings with Federal Aviation Administration
officials to ensure effective communication and tracking of federal
issues related to air transportation
- Represent EDC at Gateway JFK Business Improvement District
board meetings
- Primary coordinator for issues related to the NYC Municipal
Airports Lease including but not limited to approvals for use of
off-terminal property, lease amendments, and other related
assignments
- Seek and prepare funding and grant applications available to
improve air transportation and air cargo in NYC
- Establish and oversee interagency and interdepartmental working
groups on select aviation and air cargo projects, meeting
frequently to advance projects and address challenges.
- Articulate a vision for and evaluate the feasibility of future
development at NYC aviation facilities based on sound planning
principles and market realities.
- Conduct transportation studies to assess ways that air cargo
and general freight movement can be improved in the context of
improving overall traffic flow and safety
- Procure and oversee consultant services and manage complex
planning projects.
- Develop implementation strategies for interim and long-term
uses.
- Craft and manage public outreach processes in conjunction with
External Affairs DepartmentMinimum Qualifications:
- Master's Degree in Transportation Planning, Aviation Planning
City and Regional Planning, Public Policy, Public Administration,
Political Science or Urban Studies;
- At least four years of work experience in public policy,
aviation industry, transportation, management, or strategic
consulting;
- Familiarity with urban infrastructure and economic development
issues as well as regional transportation and environmental
permitting agencies issues;
- Ability to prioritize competing needs and opportunities;
- Effective verbal and written communication skills;
- Ability to work in a team environment and to work on projects
with minimal oversight;
- High level of proficiency in Microsoft Office Suite
- New York City residence is required within 180 days of
hire.Preferred Qualifications:
- Knowledge and experience in the technical aspects of design and
construction of waterfront assets as well as public planning and
development processes, especially in NYC;
- Demonstrated experience in working with local communities on
large-scale development plans.Salary Range: $120,000 - 125,000About
