Position. Please note that this position has been designated as a
"Policy Maker" pursuant to the New York State Public Officers Law &
the MTA Code of Ethics. As such, you will be required to complete a
Financial Disclosure Statement that will be provided to you by the
New York State Joint Commission on Public Ethics. This position is
eligible for telework which is currently one day per week. New

review. Summary The Vice President - Operations Support and
Organizational Resiliency, which is a direct report to the Agency
President, is responsible to ensure the Operating Departments are
properly equipped with properly trained and qualified people,
resources, and business technology requirements necessary for the
delivery of safe and reliable train service, whether through direct
oversight of internal resources or through the MTA consolidated
administrative business partner function. The Vice President -
Operations Support and Organizational Resiliency is responsible to
provide strategy, support innovation, and identify best practices
to drive continuous improvement in service delivery, efficiency,
financial responsibility, and employee productivity. The Vice
President - Operations Support and Organizational Resiliency will
advocate for the needs of the disabled community and drive
accessibility improvements systemwide. The Vice President -
Operations Support and Organizational Resiliency will serve as a
senior advisor to the President in all aspects of policy and
procedure. The Vice President - Operations Support and
Organizational Resiliency will serve as a liaison to MTA
Headquarters, Agency leadership, consolidated tower leads and
external stakeholders on inter-agency priorities, special projects
and high priority initiatives as may be designated by the Agency
President. Responsibilities Responsibilities may include but are
not limited to: Provide direction to the Long Island Rail Road
Business Partners (BP's) in the consolidated administrative towers,
including Human Resources, Procurement and Material Management,
Communications, and External Affairs, Office of the Customer,
Finance, Compliance and Accessibility; collaborate with the
Business Partner's to find solutions and implementation strategies
to provide the appropriate level of resources and support necessary
for the delivery of safe and reliable train service. Hold the
consolidated tower leads accountable to provide appropriate level
of service in accordance with agreed upon Service Level Agreements.
Responsible to monitor and advocate for initiatives and programs to
improve the LIRR customer experience and for the execution of the
Customer Assistance Program. Oversee the management, protection,
and execution of all LIRR Mailroom Operations and the supervision
of staff. Manage partnerships with local and regional stakeholders
and lead the coordination of external events and projects to
minimize operational impacts such as Belmont Stakes, PGA Tour
Championship, US Golf Open, NYRA and NY Islanders games, MSG, and
LI College and University initiatives. Represent LIRR interests in
the development of IT solutions to organizational challenges,
business practices and service delivery improvements. Liaison with
MTAIT, to ensure project scope, schedule and delivery meets LIRR
needs and is in accordance with agreed upon Service Level
Agreement. Drive sustainable organizational improvements and ensure
organizational stability and resiliency through the effective
management of the Long Island Railroad Strategic Plan, resiliency
and performance improvement initiatives, benchmarking, and
innovation and business process analysis. Inspector General, NYS
Controller, MTA Audit and other external entities and ensure
recommendations are implemented timely and appropriately. Prepare
MTA Board materials and reports, executive correspondence and
internal employee communications and engagement as required. Serve
as the executive-level representative for Long Island Rail Road
high profile and MTA and cross-agency initiatives and priorities,
ensuring executive level sponsorship, leadership and execution on
all-agency projects, and issues of significance .Responsible for
the development, maintenance and delivery of all operations and
technical training, including, regulatory
qualification/certification programs, safety training, craft
specific skills and special training programs for employees in
Transportation, Engineering, Maintenance of Equipment and Stations.
Ensure training content is developed and maintained to address
applicable regulations, codes, standards, policies, and procedures,
in coordination with the operating departments, Office of System
Safety, and other stakeholders, as appropriate. Develop and deliver
Contractor Safety Training. Maintain official records and reports
of all internal LIRR training and qualifications. Provide oversight
of operations and technical training delivered to employees by
contractors. Advocate for the delivery of accessibility
improvements for customers across the Long Island Rail Road system,
including new construction, system improvements, enhanced programs,
and processes. Partner with communities, transit professionals,
internal and external stakeholders, and interested parties to
ensure the needs of the disabled community are identified and
considered in decision-making and implementation of new
initiatives. Qualifications Bachelor's Degree in Business
Administration, Public Administration, Planning, Finance, or
satisfactory equivalent. Minimum of ten (10) years in an
increasingly responsible business role and/or education with
emphasis on oversight of operations, finance, planning, development
design and project management. Ability to direct, guide, manage and
lead senior staff employees in several unrelated disciplines. An
understanding of Railroad and Operating practices and federal
regulations. Excellent verbal and written communication and
platform skills required with the ability to effectively work with
senior staff, all departments, other MTA agencies and the public.
Demonstrable general management and leadership skills, awareness of
Long Island Rail Road's political environment, and judgment to
motivate and build consensus within and across departments and with
all concerned and involved stakeholders and elected officials.
Demonstrated leadership skills in the areas of project management,
resource allocation and safety. Demonstrated understanding of
budgeting practices. Demonstrated mastery of business/negotiating
skills to effectuate multiple project executions. Must possess
excellent long and short-range planning skills. Familiarity with
unionized workforces and collective bargaining agreements.
Demonstrated ability to support diversity initiatives.
Preferred/Desirable Skills/Qualifications: -Master's Degree in
Business Administration, Public Administration, or JD.
Understanding of LIRR Operations and Administration, including
familiarity with Long Island Rail Road Policies and Procedures.
Familiarity with Long Island Rail Road collective bargaining
