HOURS OF WORK: 8 : 30 AM to 5: 00 P M or as required (7.5HR/ DAY )
JOB FAMILY: PPM GRADE: 013 SALARY RANGE: $180,499 to $225,624
DEADLINE: Open Until Filled S ummary The Vice President, Capital
Strategy & Planning (Strategic Partnerships ), is responsible for
leading high-impact, cross-cutting initiatives that are critical to
the region’s future and require innovative planning,
executive-level coordination, and strategic alignment. This role
will oversee a portfolio of transformative projects— such as to
Penn Station, Jamaica, Willets Point, and other large-scale
infrastructure developments —that involve that demand creative
problem -solving, complex public-private collaboration and
multi-agency engagement. The VP will serve as the point person for
projects that do not fit within standard Planning or C&D
structures, ensuring they advance MTA’s long-term capital strategy
and regional development goals. Strong communication and
stakeholder engagement skills are essential, as these projects
involve complex negotiations and consensus-building across diverse
interests. Responsibilities Lead special projects and initiatives
that fall outside traditional Planning and C&D structures,
ensuring alignment with MTA’s long-term capital strategy and
regional development goals. Guide unique infrastructure, land use,
and development opp ortunities requiring creative solutions.
Coordinate across agenc ies to resolve challenges and accelerate
delivery of high-profile projects. Develop business cases and
innovative financing strategies for special projects, ensuring
financial viability and long-term value creation . Represent the
MTA in partnerships and negotiations with public agencies,
developers, and utilities . Identify and pursue opportunities for
transformative infrastructure projects , including public-private
partnerships . Coordinate with local and state agencies to align
land use planning with transit investments. Communicate project
strategies clearly to technical and non-technical audiences,
fostering transparency and public engagement. Build strong external
relationships to advance special projects, including coordination
with Amtrak, CSX, NYSDOT, City Hall, and other key stakeholders.
Foster strong internal coordination across C&D Development and
Delivery Business Units and with operating Agency departments .
Engage multiple stakeholders, involving department asset owners,
agency leadership, and MTA senior management, including the MTA
Board. Education and Experience Bachelor's or Master's degree in
Transportation, Urban Planning, Business, Public Policy, Economics,
or a related field. Must have a minimum of fourteen (14) years of
experience in Transportation Planning, Infrastructure, Finance,
Planning, or a related field. Must have a minimum of ten (10) years
of managerial experience. Competencies: Excellent organizational,
written, oral , and presentation skills. Strong strategic planning
abilities. Demonstrated supervisory, management , and leadership
capabilities. Demonstrated ability to problem-solve creatively .
Demonstrated ability to work with all levels of an organization.
Demonstrated ability to work effectively in a high - profile,
high-pressure, fast-paced environment. Demonstrated ability to
understand both big picture and details; able to maintain a sense
of perspective. Demonstrated ability to communicate effectively
with key internal and/or external stakeholders. Demonstrated
analytical capabilities and quantitative skills. Demonstrated
proficiency in analytical applications. Proficiency with GIS,
Illustrator, and large database systems. Other Information Pursuant
