Manage Country ALCO in developing solutions to maintain a strong balance sheet, liquidity and regulatory capital which supports business objectives and complies with Group policy, PRA and local regulatory requirements. Set and lead the ALCO agenda. Closely interact with Key Stakeholders and Group Treasury with regards to liquidity risk and balance sheet management. Ensure that responsibilities to manage structural liquidity and capital risks are discharged in line with the risk Management Framework. Overall Responsibilities Laws and regulations * Oversee the development, production and control of the Liquidity Coverage Ratio and NSFR for the US Branch, ensuring compliance with the Group's Liquidity regulatory reporting governance and procedures. * Ensure there is effective analysis of changes to current regulation that are applicable both from Group and country regulators. * Finance manager accountable for the US Recovery and Resolution Plan (RRP), including financial projections and overall involvement in the RRP process. * Have and maintain good understanding of applicable laws and regulations pertaining to liquidity, capital, recovery and resolution planning and ensure that the region has appropriate controls to remain compliant with them. Liquidity & Capital Management * Monitor the strategic balance sheet measures to ensure adherence to approved MATs/ limits. * Set and lead the ALCO agenda. Lead and drive working groups appointed by ALCO to address strategic issues that impact Balance Sheet and Liquidity risk measures. This includes monitoring execution of Management Actions approved by ALCO. * Prepare and present reports and findings, including financial information to assist ALCO's decision making and maintain oversight on production of ALCO pack as well as play the secretarial role for ALCO. * Co-ordinate the annual review and renewal of Liquidity and Funding limits (ADR, MTFR, Undrawn Commitments and Contingents) approved by Treasury-Risk. * Anticipate impact of regulatory and environmental changes on balance sheet. Lead implementation. * Management of critical documents, such as Country Balance Sheet Manual, FTP Reference Guide, Liquidity Crisis Management Plan, etc. Risk Management * Manage overall design and outcome of the end-to-end process for Balance Sheet Management. And also owns the process output performance in terms of client service, financial performance and risk where appointed as Process Owners. * Operate 1st line responsibilities of Process owners as outlined under Operational Risk Framework (ORF) and associated policies and procedures. Including, but not limited to the following: o Submit gross risk and residual risk ratings with rationales for approval by authorized Risk Owners o Propose risk acceptance requests with justification to the authorized risk acceptance authority and abide by any conditions of acceptance o Record and maintain a record of all formal risk assessment and risk acceptance decisions in the Operational Risk systems. Control * Ensure adherence to liquidity, funding and capital limits/MATs, authority frameworks and related minimum control standards and mitigants to ensure risk exposures material to the country remain within risk tolerance and risk appetite. * Responsible for the performance of the Treasury control results, residual risk assessment and KRIs as outlined under the Operational Risk Framework (ORF). * Ensure and assist Group Treasurer, and country RCOs to discharge their responsibility in line with the risk management framework. * Seek appropriate assurance that liquidity and capital policies and other control requirements are effectively implemented and monitor ongoing policy compliance. Advisory * Providing consistent advice to regional management on optimal balance sheet shape (deposit targets, funding and asset profile, currency mix, returns, etc). This includes providing support during the planning, forecasting and budgeting process. * Sharing balance sheet best practice across the region. * Advice Group Treasury and Regional CFO to influence the external debate with regulators to drive the best possible outcome for the industry, relevant geography and the Group. Delivering the Group capital and liquidity agenda * Maintain the liquidity and capital framework within which the region operate, ensuring that outcomes for both relevant geography and Group are well understood and, where applicable, balanced. * Providing geographic context in the establishment of capital, liquidity and RRP policy. * Ensure effective communication and interpretation of liquidity and capital policies and other control requirements. Projects & Process Improvement Initiatives * Enhance processes and procedures and mitigate operational risk within liquidity and capital management and reporting processes. Ensure consistent capital and liquidity management processes operate in country in line with Group best practice. People Management * Manage people and talent, and ensure teams are adequately resourced. * Assist drive the learning agenda devised by Group Finance as well as Group Treasury, on Balance Sheet Management. Regulatory & Business Conduct * Take personal responsibility for embedding the highest standards of ethics, including regulatory and business.
