Job Description:
Minimum QualificationsA Bachelor's degree in a related field and
three years of experience in program coordination in a public
health, health, health regulatory, or human services related
program; OR an Associate's degree in a related field and five years
of such experience; OR seven years of such experience. At least one
year of experience must have included supervision of staff and/or
program management. A Master's degree in a related field may
substitute for one year of experience.This position requires that
the incumbent will report to the official work location and live
within commuting distance to the official work location.
Telecommuting may not be available. If telecommuting is available,
the incumbent will be required to have a telephone/mobile device,

three years of experience in one or more of the following: drug
user health, opioid use or substance use disorders, harm reduction,
medication opioid use disorder, public health program management,
telemedicine, contract development, evaluation of policies and
interventions relating to drug user health. At least one year of
experience in public health program management; at least one year
of experience working with government agencies, community groups
and other stakeholders as necessary. At least one year of
experience developing and operationalizing performance and outcome
measures. At least one year of experience preparing and/or writing
reports to document program progress.ResponsibilitiesThe Health
Program Coordinator I will oversee the contract management, program
planning, development, expansion, implementation, and execution of
the New York Medication Assisted Treatment to Emergency Referral
System (NY MATTERS) model to increase access to services for PWUD,
including Medications for Opioid Use Disorder (MOUD), naloxone,
syringe access and other essential harm reduction supplies. The
incumbent will also collaborate with Drug User Health Hubs and
Syringe Service Programs regularly to co-manage linkages to care
throughout the state; along with the NY MATTERS team. Further
responsibilities include; collaborating with internal NYSDOH
departments to expand on drug user health related crisis rapid
response planning and response efforts; manage contracts that will
pilot projects in various modalities to increase access to MOUD;
contribute to improving data quality and developing evaluation
methods to measure the success of strategies; responsible for
reporting of buprenorphine data and activities to funders and other
state officials; represent the ODUH in local and national
forums/presentations; lead and/or participate in all grantee
meetings and sub-committees; and perform other appropriate duties
