Position Primary Purpose and General Responsibilities VCU's Payroll Accounting department is seeking a Payroll Reporting Manager to join their team!The Payroll Reporting Manager is an essential part of the VCU Payroll team. Position responsibilities include, but are not limited to:
- Provide leadership, supervise, and review the work of the reporting specialists
- Manage the day-to-day oversite of benefits and garnishment payroll functions
- Review Specialists' work to ensure payments are reconciled, accurate, and paid, as appropriate
- Oversee the International Tax Navigator Database (Foreign National setup, FN questions, processing of tax forms from FN to taxing authorities)
- Maintain the designated international email box
- Field questions regarding international processes
- Update and test the Tax Navigator system
- Run all interface processes between Banner, FNIS and Tax Navigator
- Maintain international transactions that are run via Banner during regular and supplemental payrolls and posted to Tax Navigator for year-end processing
- Ensure all adjustments to foreign national pay are processed and posted to Tax Navigator
- Ensure compliance with federal, state, and University policies and procedures
- Complete annual evaluation for direct reports
- Assist Director with creating/editing department policies and procedures Minimum Hiring Standards - Bachelor's degree with major emphasis in accounting or business administration or equivalent experience in higher education
- Strong technical and functional knowledge of HR/Payroll systems
- Experience in payroll benefits and garnishments
- Extensive experience with operational aspects of automated payroll processing systems
- Significant knowledge of governmental accounting, generally accepted payroll practices, generally accepted auditing standards, and tax law.
- Significant knowledge of contemporary accounting operations in an automated environment and ability to transfer those skills to staff.
- Demonstrated ability to think creatively, objectively and to work to continuously improve business processes and to transfer those skills to staff.
- Ability to communicate clearly, orally and in writing, with employees of various levels within the University.
- Ability to use office automation, word processing, etc., software.
Strong mathematical/accounting skills.
- Ability to provide quality customer service in a professional manner.
- Ability to work independently and as a team player.
- Demonstrated ability to develop and implement policies and procedures.
- Demonstrated ability to effectively supervise staff and to train and develop staff on skills needed to be successful. Ability to ensure staff has the tools and skills to meet critical deadlines.
- Demonstrated ability to provide customer service to internal and external customers in a professional manner and to transfer those attributes to staff.
- Demonstrated experience working in and fostering a diverse faculty, staff and student environment or commitment to do so as a staff member at VCU . Preferred Hiring Standards - Graduate degree
- Certified Payroll Professional ( CPP )
- International payroll experience
- Experience with Banner and Tax Navigator systems
- Experience in higher education preferred and/or a vast knowledge of all different types of industries.
