New York City Housing Authority Civil Litigation/General Litigation Agency Attorney L3 - Law Dept-Civil Litigation The New York City Housing Authority's (NYCHA's) Law Department's Civil Litigation - General Litigation Unit represents the agency and its employees in housing and employment related matters before administrative agencies, state and federal courts. Responsibilities include, but are not limited to the following Investigate and litigate employment and housing-related civil rights actions (mostly sounding in discrimination, retaliation, wrongful termination/eviction, failure to accommodate, etc.) in both state and federal civil courts up to and including trial (and through appeal, if necessary). Investigate and respond to housing and employment discrimination charges filed with administrative agencies such as the U.S. Department of Housing and Urban Development, the U.S. Equal Employment Opportunity Commission, the New York State Division of Human Rights, and the New York City Commission on Human Rights; try matters before administrative law judges. Recommend settlement of litigation matters; negotiate and draft settlement agreements on behalf of the agency. Respond to communications and notices from courts, agencies, opposing counsel, and internal agency stakeholders regarding potential or active litigation matters. Perform miscellaneous legal research and/or counselling-related duties as needed. NOTE: The selected candidate will be required to maintain confidentiality regarding all NYCHA proceedings. Minimum Qualification Requirements Admission to the New York State Bar; and either "2" or "3" below. One year of satisfactory United States legal experience subsequent to admission to any state bar; or Six months of satisfactory service as an Agency Attorney Interne (30086). Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. In addition to meeting the minimum Qualification Requirements: To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. Preferred Skills Substantive knowledge of and/or experience litigating local, state and/or federal civil rights laws, including Title VII of the Civil Rights Act, the Age Discrimination in Employment Act, the Americans With Disabilities Act, the Family Medical Leave Act, the Fair Housing Act, New York State Executive Law and New York City Administrative Code (including all NY State and City Human Rights Laws). Strong legal research, analysis and writing skills, including the ability to draft pleadings, written discovery, and motion papers when necessary. Ability to evaluate the strengths, weaknesses, value and/or exposure of a potential or pending legal matter and effectively communicate these assessments in written work product. Ability to conduct thorough factual investigations while maintaining the trust and confidence of Authority witnesses. Qualification for admission to the United States District Courts for the Southern and Eastern Districts of New York, and the Court of Appeals for the Second Circuit.
