Deputy Commissioner, Public Safety Salary: up to $241,116

crucial leadership role will serve as the Deputy Commissioner of
Public Safety reporting to the OTI Chief Operating Officer. This
position is responsible for the day-to-day leadership and
management as it pertains to the technology implementation and
support of citywide public safety information technology.Job
Description
- Collaboration with NYPD and FDNY for technical refresh,
computer aided dispatch, joint operations center, emergency radio
communications, E9-1-1 telephony, Text to 911, NG9-1-1, and PSAC
networks, systems, and functionality;
- Administration and support of a governance model that enables
and requires collaborative participation from all stakeholder
agencies, including a cross-agency integrated teams;
- Oversight of planning and development of a comprehensive
support strategy including staffing, budget, technology upgrades,
modernization and PSIT vendor management;
- Oversight of senior level technical management, including
program, BA, QA, integration, design, engineering and 24x7 support
teams;
- Plan and execution of strategies and engagements that best
position OTI and partner agencies to deploy networks and systems
for PSIT programs, within the guidelines of published timelines,
available budget, scope related to core technology development,
relevant contracts, processes, and procedures;
- Ensure effective management of the multiple project activities
and a multi-divisional staff with over 100 team members, to work
toward and meet the overall goals and objectives of the
program;
- Manage a budget of $60 million OpEx and $600 million
CapEx;
- Deliver current and accurate executive level reports and
analysis for the program;
- Oversight of special projects and initiatives as
assigned.Preferred skills:Education and Experience
- Bachelor's or master's degree in computer science, business
administration or related field; or equivalent work
experience;
- 15 years or more in IT;
- 10 years of demonstrated and progressive leadership
responsibilities;
- Experience managing large cross-functional teams or projects,
and influencing senior-level management and key stakeholders in a
public safety IT environmentSkills and Abilities
- Strategic planning, policy formulation and knowledge of a vast
array of IT service offerings;
- Demonstrated success in leveraging both traditional best
practices, such as IT service management practices based on
ITIL/COBIT;
- Experience managing large and complex public safety IT
projects;
- Proven track record of implementing and evolving public safety
technology, resiliency and security stacks and strategic life-cycle
management;
- Familiarity with New York Citys government structure contracts
and budget processes;
- Strong demonstration of negotiation and conflict management
skills;
- Proven ability to attract and retain technical staff and to
encourage staff development;
- Excellent oral and written communication skills, including the
ability to explain technology solutions in business terms to
executiveQualification Requirements:
- BA/BS and 4 years experience using information technology in
computer applications programming, systems programming, computer
systems development, data telecommunications, database
administration, planning of data/information processing, user
services, or area networks, including 18 months experience in a
managerial/lead capacity;-or-
