We are committed to delivering safe, reliable service that gets our customers to their destinations on time-and we're looking to hire talented folks with a love of learning to make it all possible.Roles and ResponsibilitiesWork with the hiring manager to ensure a job description is created for all new positions or updated for replacement positions.Be a subject matter expert in leveraging external job boards, cold calls, and other tools to identify passive candidates.Establish and maintain relationships with client departments.Influence leaders across various disciplines/functions.Ability to develop creative approaches to source candidates in challenging niche markets.Establish and build relationships with universities and or external staffing agencies.Under the direction of assigned Strategic Staffing management, develops staffing plans, recruitment strategies, and acts as a resource for an identified set of departments/business functions during the employee life cycle to meet NJ TRANSIT business needs. Responsible for filling positions at all levels promptly and in alignment with Scorecard metrics.Evaluate existing staffing levels, assess departments' needs and recommends changes, screen applications and recommend candidates for further consideration, prepare, and conduct behavioral interviews, and facilitate candidate selection discussions and final hiring decisions. Consult with department management, and counsels' managers on structuring and extending internal and external job offer and resolving recruitment issues/problems.Identify candidates' needs to promote the company and job offer properly. Negotiate with candidates regarding realistic salary expectations. Interpret policies and procedures for the client base and counsel on adherence and exceptions. Develop and implement outreach recruitment plans to meet EO/AA hiring needs. Monitor and track hiring activity and provide recruitment status reports according to Strategic Staffing procedure to assigned Strategic Staffing management. Identify, coordinate, and participate in recruitment marketing activities for assigned areas, including internet strategy, advertising, collateral, outreach programs, job fairs, college recruiting, networking, etc. In addition, identifies and pursues passive candidates.Oversees the use of search firms, employment agencies, and advertising agencies to ensure compliance with NJ TRANSIT recruitment strategy and advertising parameters. Supervise, hire, train, and retain Talent Acquisition Partners.Knowledge and SkillsProficiency in the use of Microsoft Office and the Human Capital system. Knowledge of state and federal employment laws and regulations is required. Strong verbal and written communication skills, and excellent presentation, negotiation, coaching, and interpersonal skills are required. History of exercising sound judgment required. Expertise in innovative recruiting methods, including the Internet, and experience in working with contingency and retained search firms is required. Prior experience in a supervisory or lead position desired. One year of closely related experience can be substituted for each year of education required.Education, Experience and QualificationsBachelor's Degree in Human Resources, Business Administration or related field, and six (6) years of recruitment experience in the Transportation or Service-related industry.
