Job Description:
Supports the Community Investment Officer ( "CIO) with the
design and execution of the department strategy, policy
development, and analytics, and research.
Education
- Bachelor's Degree in finance, public administration, urban
planning or a related field is preferred.
- Master's Degree in business administration, public
administration, real estate, urban planning, or a related field is
a plus.
Skills
- Strategic thinker with strong research and data analytical
skills
- Proficient in Microsoft Office suite of products (Word,
PowerPoint, Excel, Access), database queries and data
management.
- Excellent organizational, writing and presentation skills
required.
- Ability to operate in a consultative and collaborative
role.
- Proficient in leading discussions with senior industry leaders
and apply to Bank's mission strategy.
- Experience in policy/financial/credit analysis and proficient
knowledge of economic development principles.
- Understanding of real estate financing and operational
structures of affordable housing projects.
Experience
- Minimum of seven years in research and or an analytical
position preferred.
Job Function
- Develop and write a draft of the annual Targeted Community
Lending Plan, in accordance with regulatory requirements,
incorporating research, empirical data, data from outreach efforts
and AHAC meetings/representatives, members, other Federal Home Loan
Banks and key stakeholders. Review draft with Bank representatives
providing final version to the Bank and facilitate discussion at
various Bank meetings/committees as requested.
- Develop and write a draft of the annual Affordable Housing
Advisory Council Report, in accordance with regulatory
requirements, analyzing relevant Bank data and summarizing the
Bank's accomplishments in community investment and affordable
housing for review and comment by Bank representatives, providing
final version accordingly. Facilitate discussion at various Bank
meetings/committees as requested.
- Conduct research and analysis efforts on behalf of the CIO,
Chief Bank Operations Officer ( "CBOO), and Chief Business Officer
( "CBO "), including developing business cases for potential Bank
community investment and AHP offerings, analysis of charities to
support the Bank's charitable contributions, recommending elements
of the departmental strategy, and creating tools as requested to
support operations and management reporting (Example: Community
Support Activities framework and budget).
- As requested, in conjunction with CI Operations and CI Strategy
staff: a) consult with representatives of Bank members and key
stakeholders as to their perceptions of the lending environment and
community/district needs; b) evaluate the performance of CI
Programs in terms of service to members and impact on the
district's communities, including impacts of changing demographics
and socioeconomic challenges, etc. Make recommendations based on
data analytics regarding potential enhancements to Bank products
and programs.
- Prepare reports, at least quarterly, regarding the Community
Support Activities Budget based on data analysis of Bank
performance and performance of those programs/costs associated with
the budget.
- Assist with the development of targeted member research through
the incorporation of focus groups, market surveys, member
questionnaires and other methods.
