Job Description:
Justification:
We do not have sufficient in house staff for the workload. It is
necessary to go externally to get the requisite skills for this
position rather than look internally for a candidate.
Principal Duties:
The Enterprise Content Functional Technical Analyst will be
primarily responsible to support the Enterprise Content Management
system deployment and operations. This individuals principal goals
are to support and to ensure the goals and processes are aligned
with the business objectives of the organization.
PRINCIPAL DUTIES AND RESPONSIBILITIES
.
Responsible to work with an integrated team of Enterprise Content
(ECM)and Business System Process Management professionals to
provide end-to-end support for corporate document management and
business process management systems
Successfully evaluate, install, configure, and deploy Onbase
application, systems software, products, and/or enhancements to
existing applications for Epic and Records Management throughout
the enterprise.
Review, define and document technical requirements for business and
facilities management applications which includes security,
integration, performance, quality and operations requirements
Manage and provide direction for the application team in support of
business operations.
Liaise with network administrators and software engineers to assist
with quality assurance, program logic, and data processing.
Develop and communicate training and documentation for end users,
hold workshops as necessary, and other user-related activities.
Develop, distribute, and coordinate in-depth end-user reviews for
modified and new systems or applications.
Research and make recommendations on software products and services
in support of procurement and development efforts.
Evaluate, install, configure, and deploy new applications, systems
software, products, and/or enhancements to existing applications
throughout the enterprise.
Collaborate with analysts, designers, and system owners in the
testing of new software programs and applications.
Analyze documentation and technical specifications of any new
application under deployment or consideration to determine its
intended functionality.
Ensure that any new software integration into company systems meets
functional requirements, system compliance, and interface
specifications.
Design, develop, and install application enhancements and
upgrades.
Coordinate feasibility studies for software and system products
under consideration for purchase, and give advice based on
findings.
Contribute to pre-testing phase of development by evaluating
proposals in order to identify potential problem areas, and make
the appropriate recommendations.
Negotiate contracts with software and service providers.
Liaise with companys software suppliers for prompt rectification of
any problems or emergencies
Minimum Qualifications:
Under varying levels of direction and expertise, is responsible for
the on-going assessment, design, and development and implementation
of enterprise wide business applications. Specifically, collect and
transform large quantities of information into meaningful business
requirements; develop and modify requirements documentation for the
design, implementation and support of enterprise business
applications developed by internal development teams and those
acquired from a third-party vendor; critically evaluate information
from various sources, distinguish user needs from actual business
needs and partner with business users, project managers,
programmers, consultants and IT leadership in optimizing the
Product, benefits and risks of actual and proposed projects as well
as assist in managing stakeholder expectations.
We are looking to fill positions with the following modules: Time
and Labor, Human Resources, Payroll, Absence Management, Security
Administrator, Human Capital Management, Finance, Systems
Administrator, Benefits, Peoplesoft Developer.
General Tasks and Responsibilities Will Include:
Analyze and document business requirements and processes;
communicate requirements to technical personnel through the
construction of basic conceptual data, process models and
flowcharts, and technical specifications.
Interview end users, stakeholders, and project sponsors in order to
assess business needs; create business, functional and technical
requirements documents based on captured data and in accordance
with departmental protocol/standards.
Convert information gathered into details including data sources,
data and user types, interface components, interface navigation
needs, reporting needs, and administrative system needs.
Define external interfaces, constraints, quality issues and other
non-functional requirements.
Provide project management team with identified risks, concerns,
and ambiguities discovered during the gathering of requirements;
assist team in developing solutions.
Partner with project managers to complete requirements
documentation in accordance with project schedule.
Plan, organize, facilitate, and lead meetings and workgroups as
well as oversee and execute follow-up activities.
Ensure software development team accounts for all defined
requirements in coordination with quality assurance team. Ensure
that all quality standards comply with internal policies and
industry standards.
Document changes to baseline requirements through standard change
control process. Document software test plans, technical
requirements, release notes, user and training guidelines and other
materials.
Plan, coordinate, and support unit acceptance testing and
subsequent deployments in coordination with other team leaders.
Perform end user and application support functions including
problem solving and resolution of application function defects.
Provide systems and application training.
Provide training to and serve as a mentor for Junior Business
Analysts and/or other appropriate project team members; manage and
evaluate work products for assigned team members.
Participate in the development of various departmental training
initiatives.
Identify opportunities for process improvements and provide
analysis and propose change and communicate strategies.
Participate in special projects as needed and performs other duties
as assigned
Work on other activities, as assigned.
Knowledgeable In:
EHR (Electronic Health Record) vendors application such as
Allscripts and Epic is a plus and Other various Hospital
applications such as Onbase, Incident Management Systems, ERP,
etc.

Experience and knowledge of the Microsoft Office Suite including
Visio and Project
Understanding of software User Interface design, software
development life cycle or Joint Application Development, and
knowledge or exposure to project management methodologies.
Must be able to work independently as well as work as part of a
fast-moving team
Health Care Experience and Knowledge of Client and Hospitals
Corporation are a plus.
Extensive knowledge in the characteristics of Information
technology, computers, peripheral devices, communications systems
and hardware capabilities, programming languages are a plus
Network Services requires a telecommunications background and
experience.
Broad knowledge and expertise in the characteristics of computers,
peripheral devices, communications systems and hardware
capabilities, programming languages, E.D.P. applications, systems
analysis methodology, data management and retrieval techniques.
Educational Level:
A Baccalaureate Degree from an accredited college or university
with a major in Computer Science, Systems Engineering, applied
Mathematics, Business Administration, Economics/Statistics,
Telecommunications, Data Communications, or a related field of
study; and
Five (5) years of progressive, responsible experience in the field
of data processing, computer systems, and applications.
Operations Specialty requires supervisory experience (5 years).

A satisfactory equivalent combination of training, education, and
experience.
Years of Experience:
Three years of experience gathering and documenting business and/or
functional requirements using interviews, document analysis,
workshops, surveys, site visits, business process descriptions,
scenarios, business analysis, task and workflow analysis in an
information technology, information services, business, analytics
or related area: or
A satisfactory combination of education, training, and
experience.
