Summary The Cost Accounting group is responsible for the proper accounting of New York Power Authority (NYPA) Fixed Assets; the correct classification of cost between Capital, O & M, and Administrative and General Expenses following US Generally Accepted Accounting Principles (US GAAP) and the Federal Energy Regulatory Commission (FERC) system of accounts.Senior Cost & Plant Accountant II is the subject matter expert for cost and fixed asset accounting and works with the accounting groups plant accountants fostering a team environment. The Senior II Cost Accountant is responsible for ensuring all costs are properly accounted for and classified in accordance with Federal Energy Regulatory Commissions (FERC) system of accounts and NYPA policy. The incumbent provides direct support to NYPA's Corporate Finance in the preparation of Transmission Cost of Service and Revenue Requirement filings and Hydro & SENY cost of service, Corporate Budget and Utility Operations.The Senior Cost & Plant Accountant II is responsible for maintaining the accuracy and timeliness of NYPAs accounting records for cost distribution and appropriate FERC Operations & Maintenance accounts. Also supports internal/external reporting requirements including financial statements, and is responsible for maintaining monthly activities in the area of plant accounting/fixed assets as well as Energy Solutions activities accounting.Responsibilities Functions

  • Lead in maintaining the accuracy and timeliness of accounting records for fixed assets, and cost distribution
  • Maintain the FERC chart of accounts in direct support of Corporate Finance for cost of service.
  • Support internal & external reporting requirements and maintain monthly activities for plant / fixed asset accounting.
  • Develop and implement cost allocation recommendations.
  • Assess and review costs associated with NYPAs Clean Energy Solutions (CES) programs and initiatives by performing studies.
  • Establish and maintain chart of accounts to accurately reflect current and future costs.
  • Develop tools to assess current and future trends.
  • Develop and maintain Policies and Procedures that will detail cost methodologies and fixed asset capitalization.
  • Conduct cost allocation review meetings with senior staff to review project revenue vs. project cost variances and changes to cost allocations and proposed revenue recovery projections.
  • Develop the cost allocation structure and framework for the direct and indirect cost allocation.
  • Determine the impact of pronouncements and rules issued by accounting standards-setting bodies that affect NYPAs accounting and financial reporting.
  • Document the findings and recommendations from the reviews of studies .
  • Continuously work with Project Management to evaluate/determine accounting treatment of major expenditures in accordance with standards and policies.
  • Review and address process improvements.Reporting Functions
    • Support special, ad hoc projects related to Cost and Fixed assets Accounting and prepare selected management reports as needed.Knowledge, Skills and Abilities Accounting, Finance, Budget and Interpersonal
      • Strong working knowledge of US GAAP & FERC Accounting with proficiency in Cost Accounting and/or Accounting methods and theory
      • Ability to provide guidance and motivation to supervised staff
      • Strong knowledge of general ledger structure and financial reporting
      • Strong knowledge of SAP is required
      • Excellent interpersonal skills
      • Strong written and oral communication skills are required to effectively communicate with customers, both internal and external, as well as program staff and management.
      • Strong leadership and influence skills to coordinate all Cost Accounting activities with Senior Staff
      • Ability to effectively present ideas
      • Strong analytical skills are required with the ability to investigate, analyze and develop solutions to multi-faceted problems and complex issuesDemonstrated ability to work with other financial departments including Corporate Budgets, Corporate Financial Planning, General Accounting and Treasury as well as Utility operations.
      • Ability to work independently or part of an interdisciplinary team
      • Strong working knowledge of Microsoft Office Suite.
      • Strong understanding of fee schedules.
      • Understanding of complex contract terms and conditions is preferred.
      • Ability to provide support in the areas of Cost Accounting to project managers.Organization Skills
        • Ability to efficiently and effectively handle multiple and shifting priorities while meeting deadlines.
        • Consistently demonstrate a high attention to detail
        • Assertiveness and ability to challenge proposals to achieve results.
        • Excellent organizational and planning skills are required.
        • Strong written and oral communication skills are required to effectively communicate with Senior Managers
        • Excellent report writing and presentation skills.
        • Ability to interface with various internal departments
        • Ability to identify and recommend continuous improvement.
        • Strong relationship skills and the ability to engage others and gain their commitment and enthusiasm.
        • Ability to mentor staff through training and meetings.
        • A self-starter who needs minimal supervision to fulfill their primary role & responsibilities
        • Work independently with the ability to interpret and deliver managements intent and requests.
        • Ability to act on as team lead when needed
        • Strong knowledge of Utility Project Management Systems is preferred.Education, Experience and Certifications
          • Bachelors Degree in Accounting or Finance; Masters Degree in Accounting preferred.
          • CPA is preferred.
          • Minimum of 10 years of financial accounting experience with a minimum of 6 years relevant experience working utility Cost Accounting and fixed assets.
          • Extensive experience in using Microsoft Products.
          • Minimum 5 years of demonstrated experience in a business and financial model analytical role.Physical Requirements Limited travel (less than10%) required primarily to our generating facilities.The New York Power Authority is an Equal Opportunity Employer
