Subway, Phase 2 AGENCY: Construction & Development DEPT/DIV:

Pro gram Executive WORK LOCATION: 2 Broadway & Project Field Office
HOURS OF WORK: 8 : 30 AM to 5: 00 P M or as required (7.5HR/ DAY )

Open Until Filled S ummary Building on the success of Phase 1 of
the Second Avenue Subway, which opened on January 1, 2017, Phase 2
is currently underway with ongoing utility relocations in East
Harlem under Contract 1. Phase 2 of the Second Avenue Subway is a
long-overdue transportation option for the residents and businesses
of East Harlem. The area has been a subway desert ever since the
Second Avenue El stopped service above 57 Street in 1940. Phase 2
will bring a subway line back to the neighborhood by extending (Q)
service north from 96 Street to 125 Street, creating three new
stations at 106, 116, and 125 streets. Phase 2 of the Second Avenue
Subway will improve mobility for commuters and residents of East
Harlem, with all new stations being ADA accessible. In addition,
the project will improve service and reliability on all transit in
East Harlem and reduce overcrowding along the (4/5/6) lines on
Lexington Avenue. The Director of Commercial & Program Controls for
the Second Avenue Subway – Phase 2 Project has a significant level
of authority for the decision-making , staffing, and budget for
their functional area of responsibility, subject to approval
regarding the most significant business and policy issues by Senior
Management. Decision-making authority is somewhat defined with the
freedom to determine how to accomplish work goals. Responsibilities
The Director is guided by substantially diversified Commercial
procedures and specialized standards. Makes recommendations for
policy and procedural changes with final approval from departmental
management and support implementation of such changes. Provides
input into overall strategy and approach in consultation with
departmental management and/or CD Delivery Senior Management. The
Commercial Director is a key member of the Project Management Team
and is the primary link between the agency owner and the project
delivery teams in all commercial matters. The Commercial Director
carries the overarching responsibility of managing the commercial
aspects of MTA C&D's consultant/construction contracts,
including advising the Agency Owner on commercial and cost issues,
administration of the contracts, agreeing on processes and
procedures with key suppliers and the management of the Commercial
Management Team. Duties include (but are not limited to): Provides
high-level commercial direction and support to the project delivery
team. Actively manages commercial risk by working closely with the
Owner’s Commercial Managers to enhance processes and procedures.
Represents the Agency Owner to external entities and establishes
commercial relationships while assuring compliance with contract
conditions and relevant standards. Communicate with contractors and
suppliers on outstanding issues. Maintains consistency among the
project teams’ commercial management and delivery processes and
ensures the client’s expectations and requirements are integrated
into the program’s commercial processes. Oversees the project
commercial teams to ensure the overall commercial program is
managed in a professional, legal and ethical manner and that it
maintains the highest level of quality. Develops and implements
commercial audit processes and ensures commercial performance
continuously exceeds established benchmarks. Provides detailed
recommendations to the program leadership team and the client by
preparing budgets, forecasts, comprehensive financial analysis and
other commercial data studies as necessary. Education and
Experience Bachelor’s degree in Q uantity S urveying , Engineering,
Architecture, Economics, Construction or Project Management,
Business Administration, Transportation, or a related field. MBA/
Master's in Law (LLM ) /Contract Management preferred. Must have a
minimum of ten (10) years of related experience. Must have a
minimum of five (5) years in a management or supervisory role
and/or project/commercial manager role in a large, multi-faceted
organization. Competencies: Licensed Professional Engineer or
Registered Architect desirable. PMI-PBA Certifications preferred.
Demonstrated experience in project management of projects or
project controls with highly complex systems is preferred.
Demonstrated experience leading and managing contractors,
subcontractors, or vendors. Excellent communication and
interpersonal skills. Demonstrated ability with building
relationships and working collaboratively with stakeholders at all
internal levels within the organization. Demonstrated ability to
work in a high-profile , high-pressure environment effectively.
Must have focus and ability to deliver on results, organizational
effectiveness, and continuous improvement. Must be a proven leader
as a change agent and creative/innovative thinker with the ability
to align business goals with solutions to drive process
improvements. Must possess excellent team building, listening,
problem-solving , and prioritization skills. Other Information
